Advertising on Facebook and Instagram in Malaysia has no fixed price. You set a budget, Meta runs an auction for each ad impression, and Malaysian service tax is added on top. In the Meta ad accounts O2O Digital manages, CPM (cost per 1,000 impressions) ran from RM1.70 to RM12.14 over the last two years, cost per link click from RM0.30 to RM1.81, and cost per online sale from RM34 to RM94. Those figures come from our client accounts, not from Meta, so use them to plan a test and then rely on your own account’s results.

How does Meta charge for ads?

Meta ads run on an auction. Your ads compete for impressions based on your bid and how well the ad is expected to perform. Meta’s help centre says that, usually, you are charged based on the number of impressions your ad receives, unless you choose otherwise when creating the ad. So even when you look at cost per click, the bill normally comes from impressions.

You control spend with a budget at campaign or ad set level, and you choose one of two types:

Budget type How it works Suits
Daily An average over a week, not a hard cap. Meta may spend up to 75% more on some days, but no more than 7 times the daily budget in a calendar week Always-on campaigns with steady spend
Lifetime A hard cap for the whole run of the campaign or ad set, with start and end dates Promotions, launches and events with a fixed end

Meta says it is gradually introducing the 75% daily flexibility to accounts. On a RM50 daily budget, that means up to RM87.50 on a single day, but no more than RM350 for the week. You can also set an account spending limit to cap spend across every campaign.

How do I pay for Meta ads in Malaysia?

Meta’s Malaysia payment page lists these options:

Method Notes
Visa, Mastercard, American Express Credit cards and co-branded debit cards
PayPal In PayPal’s accepted currencies
GrabPay Manual payment method
Malaysia Online Banking (FPX) Manual payment method

GrabPay and FPX are only available if the ad account’s country is Malaysia and its currency is Malaysian ringgit (MYR). Meta also says you can only add a manual payment method if you choose one when you first set up the ad account, so decide before you create it.

Cards and PayPal use automatic billing. Meta charges you when spend reaches your payment threshold, and again on your monthly bill date for anything left over. Manual methods use available funds. You top up in advance and Meta deducts from the balance up to once a day.

Is there tax on Facebook ads in Malaysia?

Yes. Meta’s help centre states that since January 2020, Meta ads are subject to service tax at the applicable local rate when the “Sold to” country on your business or personal address is Malaysia. The Royal Malaysian Customs Department set that rate at 8% for digital services from foreign providers from 1 March 2024.

Three details from Meta’s page are worth knowing:

  • Tax is added every time you are charged, whether the ads are for business or personal use.
  • Because tax sits on top of charges, you may be charged more than your payment threshold amount.
  • If you are registered for service tax, you can add your registration number in Payment settings so it shows on your receipts.

RM2,000 of ad spend therefore costs RM2,160 with 8% service tax.

Meta has also started adding “location fees” for ads shown to audiences in countries with digital services taxes. Its current list covers Austria, France, Italy, Spain, Türkiye and the United Kingdom. Malaysia is not on it, so ads shown to people in Malaysia carry no location fee at the time of writing. Meta says the list may change.

What do Facebook ads cost in Malaysia?

Meta publishes no official Malaysian benchmark. The figures below come from seven Meta ad accounts O2O Digital manages, covering RM2 million of spend on audiences in Malaysia from October 2024 to September 2026. The accounts sell fashion, children’s products, food and consumer electronics, and they run sales campaigns, so they show what retail and e-commerce brands pay.

Metric Range across accounts Median
CPM RM1.70 – RM12.14 RM7.40
Cost per link click RM0.30 – RM1.81 RM0.84
Link click-through rate 0.41% – 1.44% 0.99%
Cost per online sale RM34 – RM94 RM57

Cost per online sale comes from the three e-commerce accounts that track purchases.

Placement changes the price. Across these accounts, Instagram Feed was the most expensive placement, at a median CPM of RM12.90. Instagram Stories followed at RM9.17, Instagram Reels at RM8.11, Facebook Feed at RM6.15 and Facebook Reels at RM4.84.

The type of business changes it too:

Client type Accounts CPM Cost per link click
Fashion and children’s products 3 RM5.68 – RM11.02 RM0.45 – RM1.81
Food and beverage 2 RM10.51 – RM12.14 RM0.84 – RM0.97
Consumer electronics 2 RM1.70 – RM2.54 RM0.30 – RM0.37

These accounts run sales campaigns rather than lead forms, so we do not publish a cost per lead from them. For lead campaigns, the learning-phase rule below is the better guide to budget. Treat all of these as a starting range, not a forecast.

How do I estimate my own costs?

Before you publish, Ads Manager shows estimated reach and results for your budget, audience and objective. Use that as a first check. Then run a test of two to four weeks and replace every assumption with your own CPM, click rate and conversion rate.

What is the minimum budget for Facebook ads?

Meta sets a minimum budget for each campaign or ad set. It varies by currency, objective, bid strategy and schedule, and Ads Manager shows an alert if your budget is too low. Meta also gives two rules that matter more than the technical minimum:

  1. The learning phase. Meta says an ad set usually exits learning after about 50 results in the week after its last significant edit. Results are less stable and usually more expensive until then.
  2. Cost per result goals. If you use one, Meta recommends a daily budget of at least five times the goal.

The learning phase sets a realistic floor. If your leads cost about RM30, 50 leads a week needs about RM1,500 a week. If that is too much, optimise for an easier event, such as landing page views, or run fewer ad sets so the budget is not split thin.

Published agency guidance lands lower. You can technically start at about RM30 a day per ad set, roughly RM900 a month, but RM1,000 to RM2,000 a month is a more practical floor for readable results.

How do I plan a Meta ads budget?

Work from the number of leads you want and your expected cost per lead:

Monthly ad spend = target leads × cost per lead

If you only know CPM, build the cost per lead from the funnel. This example uses assumed figures:

Step Assumption or calculation Result
Monthly ad spend Chosen budget RM1,500
Impressions RM1,500 ÷ RM15 × 1,000 100,000
Clicks 100,000 × 1.2% click rate 1,200
Cost per click RM1,500 ÷ 1,200 RM1.25
Leads 1,200 × 4% conversion rate 48
Cost per lead RM1,500 ÷ 48 about RM31
8% service tax RM1,500 × 8% RM120
Total paid to Meta RM1,500 + RM120 RM1,620

Each step multiplies. Better creative lifts the click rate, and a better landing page lifts the conversion rate. Improving both by a quarter cuts cost per lead by more than a third.

Should I use Meta ads or Google Ads?

They solve different problems. Google Ads reaches people who are already searching for what you sell. Meta ads reach people based on who they are and what they are interested in, before they search.

Meta ads Google Ads (Search)
Intent Creates demand among people not yet looking Captures demand from people searching
Usually billed on Impressions Clicks
Strongest for Visual products, offers, events, local awareness Services people search for when they need them
Main cost driver Creative and audience Keyword competition

If people already search for your service, such as “aircon servicing Petaling Jaya”, start with Google Ads. If you sell something people do not know to search for yet, Meta is often the better first channel. Our Google Ads cost guide for Malaysia covers the search side in the same detail.

How do creative and landing pages affect cost?

On Meta, the ad itself does much of the targeting. Creative that people stop for gets more engagement at a lower cost, while tired or generic creative gets expensive as the same people see it repeatedly.

  • Make it for the placement. Reels and Stories are full-screen vertical. A cropped landscape image wastes most of the screen.
  • Show the offer early. Most people decide within the first moments whether to keep watching.
  • Refresh regularly. When frequency rises and click rate falls, replace the creative rather than raising the budget.
  • Match the landing page to the ad. If the ad promotes one offer, the page should show that offer first and load quickly on mobile.
  • Choose the lead path deliberately. Instant forms are easy to fill but can bring lower-quality leads. A website form or WhatsApp chat asks more of the person but often filters better.

What do agencies charge to manage Meta ads?

Management fees are separate from ad spend and tax. Published Malaysian ranges:

Model Published range
Flat monthly retainer RM1,500 to RM5,000
Percentage of ad spend 10% to 25%
Freelancer RM800 to RM2,000 a month
One-off setup RM500 to RM2,500

These are agencies’ own published figures. Before you sign, ask whether you pay Meta directly, who owns the ad account and Business portfolio, whether creative production is included, and what the minimum term is.

O2O Digital’s core paid advertising service is Google Ads, through our Google Ads and SEM service. If you are deciding between the two channels, we can tell you where search fits and where it does not.
