For SEO in Penang, pick an agency that can show results for businesses like yours, reports what it changed each month, and does not sell links or guaranteed rankings. The six agencies below all publish a Penang office address: three in Bayan Lepas and Bayan Baru, one in George Town, and two on the mainland in Perai and Permatang Pauh. Each suits a different buyer.

A note on this list. O2O Digital wrote this article and is one of the six agencies on it. The order is not a ranking, and we have not placed anyone first, including ourselves. Each entry says who the agency is best for, so you can shortlist two or three and compare proposals.

How did we choose these Penang SEO agencies?

We started from agencies that rank or advertise for SEO in Penang and kept only those that meet these conditions, based on what they publish:

  1. A Penang office address on the agency’s own website. Directory listings alone were not enough. Agencies that serve Penang from Kuala Lumpur or Selangor are left out.
  2. SEO as a named service. Not only “SEO-friendly websites” as a feature of web design.
  3. Clear scope. A published list of what the SEO work includes, such as audits, on-page work, content and local SEO.
  4. Reporting. Some sign of monthly reports or tracked results.

All facts below come from each agency’s own website, checked in October 2026. Founding years, client counts and experience figures are the agencies’ own claims. Where an agency does not publish a fact, or its own pages disagree, we say so or leave it out.

What are the red flags when hiring an SEO company in Penang?

  • Guaranteed rankings or sales. Google states that no one can guarantee a #1 ranking. If a proposal promises results, ask for the terms in writing.
  • Backlinks sold by quantity. “100 backlinks a month” usually means bought or automated links, which break Google’s spam policies.
  • The agency owns your accounts. You should own your Google Search Console, Google Analytics and Google Business Profile, and give the agency user access.
  • Reports with no work listed. A ranking report without a list of changes made to your site tells you nothing about what you paid for.
  • English-only keyword research for a business whose customers search in Chinese. See the next section.
  • No exit terms. Minimum terms of 6 to 12 months are normal, but the notice period should be in the contract.

What is different about local SEO in Penang?

Most of the basics are the same as anywhere in Malaysia. Our local SEO guide for Malaysia covers them. Three things are specific to Penang.

Customers search in English and Chinese

Many Penang businesses sell to customers who search in Chinese as well as English. Google treats each language as a separate query, so a page written only in English will not match a search typed in Chinese. If your customers are Chinese-speaking, ask the agency to:

  1. Research keywords in both languages, including Simplified Chinese terms and common romanised place names such as “Bayan Lepas” and “Jelutong”.
  2. Build separate pages for each language, not machine-translated copies.
  3. Add your business name and services in Chinese to your Google Business Profile where the category allows it.
  4. Consider Xiaohongshu alongside Google if your buyers already use it to find businesses like yours.

The island and the mainland are separate markets

People searching from Bayan Lepas or George Town rarely want a supplier in Bukit Mertajam unless it delivers, and the reverse is also true. Google’s map results reflect this. A shop in Butterworth will struggle to appear in the map pack for a search made in Gelugor.

  • Service-area businesses such as aircond, pest control and movers should list the areas they cover and build one page per area with real local content, such as jobs done there.
  • Walk-in businesses should focus on the side of the bridge they are on, and on nearby neighbourhoods, rather than “Penang” as a whole.
  • Manufacturers and B2B suppliers in the Bayan Lepas and Prai industrial areas often get more value from English searches for specific products and parts than from local searches.

Tourist searches change by season

Hotels, cafés and attractions in George Town often get more searches around school holidays and long weekends, many from outside Penang. Check your own Search Console data for the months that peak, and publish content and Google Business Profile updates before those months, not during them.

Get the map pack basics right first

For clinics, workshops, restaurants and shops, most enquiries come from the three map listings Google shows for a local search. Use the right primary category, keep your name, address and phone number identical everywhere, collect reviews steadily, and reply to them. Our Google Business Profile guide for Malaysia covers setup and verification step by step.

How much does SEO cost in Penang?

Prices in Penang are similar to the rest of Malaysia, because the cost is driven by how competitive your keywords are, the size of your site, and how much content and link building you need. Most agencies on this list quote after an audit rather than publishing prices. Our guide to SEO pricing in Malaysia explains the ranges and what drives them.

Frequently asked questions

Which is the best SEO agency in Penang?

There is no single best agency. A walk-in shop needs strong map pack work, an online store needs technical and category-page SEO, and a manufacturer needs product and B2B search terms. Shortlist two or three agencies and ask each for case studies in your industry.

Do I need an SEO agency based in Penang?

Not necessarily, but it helps. A Penang team knows the island and mainland split, the local place names and the bilingual search habits, and can meet you in person. If you are comparing Penang agencies with Klang Valley ones, see our list of SEO agencies in Malaysia.

Should my Penang business do SEO in Chinese?

Yes, if a meaningful share of your customers search in Chinese. Check your Google Search Console for Chinese queries, and ask your sales team what language customers use when they call or message.

How long does SEO take for a Penang business?

Technical fixes and Google Business Profile changes can show results within weeks. Rankings for competitive terms usually take several months, which is why 6 to 12 month terms are common.
