Budget 2027, tabled on 9 October 2026, cuts the MSME income tax rate by one percentage point from year of assessment 2027. For a company with RM150,000 of chargeable income that is RM1,500 a year. At the top of the MSME band it is RM6,000. The cut is real but small, and for most owners the bigger tax lever is one that already exists: marketing spend is fully deductible, so every ringgit you put into finding customers costs you less than a ringgit after tax.

This guide works out what the cut is worth at your profit level, then shows what the saving buys if you put it into search, where Malaysian buyers look for suppliers first.

What Budget 2027 proposes

Chargeable income band YA 2026 rate YA 2027 rate Change
First RM150,000 15% 14% 1 point
RM150,001 to RM600,000 17% 16% 1 point
Above RM600,000 24% 24% None

The MSME rates apply to companies and LLPs with paid-up capital of RM2.5 million or less and annual sales of RM50 million or less, subject to ownership conditions. Sole proprietors and partners pay personal rates instead. For them Budget 2027 raised individual relief from RM9,000 to RM12,000 and cut several resident bands by one point.

The cut is a proposal until the Finance Bill passes. Nothing in the coverage we reviewed suggests it will be dropped, but plan on it rather than bank on it.

What the cut is worth to you

Chargeable income is profit after allowable expenses, not sales. Find your figure on last year’s Form C, then read across.

Chargeable income Tax at YA 2026 rates Tax at YA 2027 rates Saved per year Saved per month
RM50,000 RM7,500 RM7,000 RM500 RM42
RM150,000 RM22,500 RM21,000 RM1,500 RM125
RM300,000 RM48,000 RM45,000 RM3,000 RM250
RM600,000 RM99,000 RM93,000 RM6,000 RM500
RM1,000,000 RM195,000 RM189,000 RM6,000 RM500

The saving stops growing at RM600,000 because income above that is still taxed at 24%. A loss-making company saves nothing, because there is no tax to cut.

Two Budget 2027 measures pull the other way. The minimum wage rises to RM2,000 from June 2027, though MSMEs with sales below RM50 million are exempt for now. And the E-Commerce Bill will add compliance work for online sellers. If either applies to you, the tax cut may be absorbed before you see it.

The deduction that matters more

A one-point cut changes your tax bill by 1% of profit. The deductibility of marketing spend changes the cost of growth by your whole tax rate.

Advertising, an SEO retainer and content are generally revenue expenses under section 33 of the Income Tax Act, deducted in the year they are incurred. A deduction is not cash back from LHDN. It lowers your taxable profit, so RM1,000 of deductible Google Ads cuts the tax bill by RM140 if your profit is taxed at 14%, making its net cost RM860. At 16% the net cost is RM840. That only holds if the business has enough taxable profit to use the deduction. The cut makes marketing slightly more expensive after tax, because each deduction is now worth one point less. The point is that the deduction was always the bigger number.

Monthly marketing spend After-tax cost at 14% After-tax cost at 16%
RM1,000 RM860 RM840
RM2,500 RM2,150 RM2,100
RM5,000 RM4,300 RM4,200

Website builds are different. They are capital, claimed over two to four years through capital allowances. Our website tax deduction guide covers that.

Take the saving as a monthly figure and match it to what search costs in Malaysia. The ranges below come from our SEO price guide and Google Ads cost guide.

RM125 a month (RM150,000 chargeable income)

Not enough for a retainer or a meaningful ad budget. Put it toward a one-off job with lasting value: a Google Business Profile clean-up, a local SEO listing fix, or fixing the pages that already get impressions but no clicks. Local SEO one-off work is published at RM1,300 and up, so a year of savings covers one job.

RM250 a month (RM300,000 chargeable income)

Enough to run a small, tightly targeted Google Ads test. At an assumed RM4 a click that is about 60 clicks a month. That is below the 300 to 500 clicks a month we use as a rough rule of thumb before judging a campaign, though the right volume depends on your industry and conversion rate. Use it to test one service and one location for three months, then decide whether to fund it properly from the main budget.

RM500 a month (RM600,000 and above)

Now there are real options:

  • Google Ads. About 125 clicks a month at an assumed RM4. If 5% of clicks enquire, that is about six leads a month. Your own click cost and enquiry rate will differ.
  • SEO top-up. RM500 does not fund a retainer on its own, which starts at about RM1,000 a month for a small local business. It does cover the gap between a basic plan and one with regular content.
  • Both. Our SEO vs Google Ads guide explains when each comes first. The short version: ads when you need leads this month, SEO when you want the cost per lead to fall over the next year.

A simple way to decide

  1. Read your chargeable income from last year’s return and take the saving from the table above.
  2. Check what already works. Google Search Console shows which pages get impressions. Pages already at positions 5 to 20 are often the cheapest place to start SEO work, because they need less to move up.
  3. If nothing ranks yet, start with ads. Search ads produce leads in weeks and tell you which keywords convert, which then guides the SEO.
  4. Treat the saving as seed money, not the budget. The after-tax cost of marketing is 84% to 86% of the invoice. Fund growth from revenue and let the tax cut cover the test.

What to do before 31 December 2026

The YA 2026 rate is still 15%, so a deductible expense incurred in 2026 is worth one point more than the same expense incurred in 2027. What counts is when the expense is incurred, which for ads and SEO generally means when the service is delivered. Paying in December for ads that run in 2027 does not move the deduction into 2026, so do not prepay for tax reasons without asking your tax agent. The difference is small anyway. The real reason to start now is that SEO takes months to show results, and the Finance Bill timing does not change that.

Our SEO service and SEM service both begin with a search audit that tells you which of the two to fund first. For the rest of Budget 2027, see our Budget 2027 guide for SMEs.

Frequently asked questions

When does the MSME tax cut take effect?

From year of assessment 2027, which for a company with a December year end means profits earned from January to December 2027. Monthly tax instalments for 2027 can be estimated at the new rates, and the return is filed in 2028. It needs the Finance Bill to pass first.

Does the cut apply to sole proprietors?

No. Sole proprietors and partners pay personal income tax. Budget 2027 helps them through higher individual relief, RM12,000 up from RM9,000, and a one- point cut in several resident tax bands.

Is Google Ads spend tax deductible in Malaysia?

Generally yes. Advertising for the business is a revenue expense deducted in the year it is incurred. The 8% service tax on Google Ads is part of the cost and is deducted with it.

Is an SEO retainer tax deductible?

Yes, as a marketing expense. A one-off website build is treated differently and claimed through capital allowances.

How much is the cut worth to a typical SME?

For a company with RM150,000 of chargeable income, RM1,500 a year. The maximum is RM6,000 a year, reached at RM600,000 of chargeable income.
